encl_remote 5.x-0.3-beta

This release clears up two bugs:

• MIME Type Support Extremely Limited
• get_headers() error

Now, PHP4 installations gracefully degrade, requiring the user to enter the remote file size manually, with a warning to that effect on the administrative page, as well as an appropriate description on the RSS Remote Enclosures fieldset.

There is also now an administrative option to turn off the MIME type restriction (since the list of allowable MIME types is not currently editable). The MIME type field is still checked for basic format (as well as an IANA-defined major type or an x-type).
