My users are complaining that they're not receiving half-life or pre-expiration notifications. In fact, the only notification they get is the expiration notification.

Do you run cron often enough ? This is what triggers the notifications, and D6 does not have a builtin poormanscron as D7 does.

If this is the case, you will need to provide a way to reproduce the problem: the current tests show nothing of the sort.
