1. Renaminig User Guestbook so that admin may force same name for all users, e.g. scrapbook
2. Optionally, admin can decide whether guest can be enabled/disabled by user or not. If no, then user account will not have any option to enable or disable guestbook
3. Global option to turn ON/OFF user guestbook

This can be done, I believe, by disabling access to the guestbook for any roles you don't. In my site, everyone gets a guestbook, so simply checking / unchecking the 'authenticated user' box will globally toggle the guestbook. Worst case scenario, you have to uncheck a few more roles.
