I just upgrade Commerce to 1.3 and a Rules is not working any more. Here is the screenshot where it shows all errors. It seems like the field with percent value can no longer be selected.

Sorry for this issue, i just realized that this issue is because i delete my coupon type and created another one. But when i do this, i can't add any field that starts with "commerce_"....and rules looks for it. so i ended up uninstalling and reinstalling.
