Almost universally, people click "Edit menu" when they want to add links, however those options are actually under "List links" :\ Gardens made a couple of changes here.

Before:

Contextual links for menu block showing 'List links' and 'Edit menu' and how they're confusing.

Edit menu page showing that you can't edit items here, only menu name/description.

After:

LIst links removed, in favour of Edit menu. Also some contextual help links to explain what a menu/block are.

Edit menu page now contains the interface from the list links page on the bottom.

For reference, the D7 module that does that is http://drupal.org/project/simplified_menu_admin, and the issue for D8 core is #663946: Merge "List links" page into "Edit menu" page.

Some of this is band aid - if you really want to overhaul this experience, you might want to give them a more "visual" experience like an outline or even WYSIWYG menu builder.

I'm adding simplified menu admin with this patch :) The Drupal 8 issue is already resolved, so this is considered a backported feature AFAIS.
