I have a brand new installation of Drupal 6.26 and I have installed CTools 6.x-1.8 and Panels 6.x-3.10. When I try and create a new panel for the homepage I cannot get past step 2 in the panel creation process because when I select the panel layout and I click on continue I am taken back to the first step in the creation process. Please help someone cause this is very critical

It happened after I enabled a module and I think it is the JQuery UI module but I am not sure

The problem is the Block Submit Twice module that causes the re4cords not to be written to the database
