The book block ability is only displayed for admins, I've cheked if there's a permission set to make it available for other roles, but I didn't find it.

Am I doing something wrong or this option does not exist, can be implemented if this is the case?

It is available to administrators with the "administer site configuration" permission.

Is it a more specific permission you're looking for? "Administer book blocks" or something like that?

Yes, is available for administrators, but only people with role administrator can access it, I would like to give access to people with another role, that's what is lacking.
