I searched, but wasn't able to find anything definitive.

How does one go about hiding the comments input filter selection for anonymous users?

Can this be accomplished by overriding the theme in phptemplate.php? Or what about modifying comment.tpl.php?

I am in the process of applying for a CVS account at drupal.org to submit a module that adds to the comment.module the ability to:
1. disable the input format for comments
2. define a default input format that is different than node input format default
3. restricts the comment input format to the defined default input format
