I'm not sure if I should re-open this case or start a new one. This appears to pass validation, but then fails repeatedly to download causing the packaging to fail in the civicrm_starterkit...

I commented PHPIDS out of the .make for cm_starterkit_moderate to test the other CiviCRM related downloads...

The rest of the packaging works well. PHPIDS is downloaded successfully when using drush make, so I'm confused about what the issue could be.

Changed download URL to not use SSL, I think their certificate has trouble. Let's see if that fixes it.

I changed the .makes in civicrm_starterkit and cm_starterkit_moderate. I'll close the issue if the packaging processes.

Whitelisting this predates the LEG and policy clarification. There is no policy for revoking previously whitelisted libraries and removing this will break the packaging of a profile used by ~50 sites as it is required in https://git.drupalcode.org/project/civicrm_starterkit/blob/7.x-4.x/drupa...

I am not going to remove this unless it is first removed from the makefile of CivicCRM Starterkit or any other project hosted on Drupal.org requiring it.
