We have a site which has the Tamil language; this language is from the Tamil Nadu state of India, as well as parts of Sri Lanka. Thus a problem — it would correctly be associated with the flags from both India and Sri Lanka. Have you any suggestions on how to deal with this?

Eelam Tamils (Srilanka) have their own flag. You can see Tiger flag in google.
Tamilnadu Tamils (India) will launch the official flag very soon.
You can use the Tiger flag or traditional flag (yellow and Red) for now.
I suggest Tiger flag.
