I have tested well in all IE version browser.. It is working fine..

I set the sidebar floating to left.. Maybe you have modified it..

Hmmm... strange, I make changes only in width from 1000px to 983 and background image.

1-3 screen - IE8
4 screen - IE9

In absolutely clear Drupal 7 site, setup theme (without changing), and create FIRST and SECOND sidebar,
IE8 - FIRST sidebar without float
