OG Menu patch no longer applies

The patch at https://drupal.org/node/1423564#comment-5948082 no longer applies cleanly during the packaging process.

The Julio release node at https://drupal.org/node/1463472 now gives this error:

ERROR: >> Unable to patch og_menu with http---drupal.org-files-og_menu-og-2.x-1423564-37.patch.
ERROR: Build for julio-7.x-1.x-dev-no-core failed.

On the bright side, the outdated caches on the other dev releases causing #1472052: Packaging issue for distribution while using dev releases are up to date.
