Make it possible to configure Panels styles and caching plugins around "frames", just as it would against an entire "display".

I need this too -- need to be able to put an id or class on the frame.

This is a fantastic idea. Though, I don't understand why it depends on that other issue. Panels already has the ability to add style settings to a display... perhaps we can leverage this to add settings to the whole frame, as well as each layout within the frame?
