The xmlrpc.test fixes in this branch are unrelated to the kernel work, so I opened a separate core issue for it: #1593670: XML-RPC tests fail without clean URLs. Here's a patch to revert the change from this branch. Testbot is green with this reverted, so it's okay to commit this prior to the other issue landing.
