Broader stuff is being discussed in #712876: Define coding standards for @todos, but here's some tiny maintenance in the meantime. I kept this scoped to core/lib, cause I didn't feel like tackling the entire codebase at this time.

These cleanups also look good to me. Seconding the motion. This is all docs/comments, and is a small patch, so I went ahead and committed it. It doesn't look like a good candidate for porting to D7... Thanks!
