The issue is exactly as described here:

The earlier ticket has some comments suggesting that a recent change forces users to the 3.7 version of the maps API, even if 3.6 is requested.

Apparently the issue is fixed in this commit:

Thanks so much for linking to these things, but this is a Duplicate of #1540534: Find a way that manages versions of Google and OL so that the Google TOS box does not appear..
