If there are more than 2 underscores in the token you want to replace, it fails:
so this doesn't work: %value[this_is_a_fieldset][where_the_value_has_alot_of_underscores]
and it will be replaced with: [where_the_value_has_alot_of_underscores]

quicksketchI think you're describing #1332820: Parts of nested tokens (in fieldsets) printed when left empty, which doesn't have anything to do with the underscores but rather the nesting of the fields.

GBurg commentedI know, but I solved it by removing my underscores... Further that topic is of november 2011 and it doesn't seem solved, a core feature of webform. Therefore I want to notify that the same problem is still there in the 7.x versions.

For Drupal 7 users, you may upgrade to the 7.x-4.x branch (still in alpha though) that will solve this problem by switching tokens to the Drupal 7 core token mechanism.
