Am very new to Drupal....Basically I am a web deisgner..., I want to know how i can implement a blogging content management which i will approve from the admin.
ther will be a topic about an event and people will be posting their idea or wishes for that...
I will check the entries of people...if something has vulgar content then i want to reject the post.
how can i implement this in my website. I haven't installed the drupal yet...please guide me.
Do i need to use any Database. My website is running on PHP (linux) server...
please assist me..... Am not much aware of PHP...but little i can understand.

It's easy :)
Drupal 5x is the nicest install yet. You will need to create a database and drupal will do the rest. Put the drupal files either in your root directory or the path you would like to access and navigate to the install.php. The rest is easy.

Yes you need a Database... upload all the files from Drupal on your Server and go to your URl.
Drupal will guide you with the installation.
Create a Database on your server and give the user name, database name and password .
Drupal will create the neccessary tables in your Database.
Register yourself which will be your access to the Admin as the first user.
