Drupal 5.1

When you create categories for forum topics, the top-level "container" appears
as the default in the pull-down menu. But when a user submits, they get a message that
makes no sense to the average user:

"The item Forum Topics is only a container for forums. Please select one of the forums below it."

Users have no idea what "container" means. Isn't there an option to simply not display the
"container"?

This is the same in 6. I believe their should be a way around this. If the dropdown has an option that can not be used should it even be included within it?
