How can I get a block to show only for the profile owner. Im creating a block of links such as manage account, change profile pic, etc.

If you want to show the block on pages of the form user/{uid}/* and the block lists profile data you should be able to add a relationship on the owner of the profile then add a contextual argument on user id and set the default to get the user id from the path
