My experience with features has been that they change much more often than modules. Several people will update Views settings, alter a Context, etc. then recreate the feature and push through release processes. What would be super nice is to have a way to make a "revision log" whenever going through the recreate UI (or within the drush command).
Would certainly be cool to recognize a changelog.inc file that gets appended to when doing a recreate action.
If the feature was to be made public it would be super easy to kill off the file.
This would be great to include just a datestamp and note. May as well include a username if done via the UI.
