Using the site wide contact form module supplied with drupal core will not allow more than one email address. Below the email box in setup it states you can separate multiple addresses with a comma. "Example: 'webmaster@example.com' or 'sales@example.com,support@example.com'. To specify multiple recipients, separate each e-mail address with a comma."
One email works fine but more than one fails to send to either party. If you add emails with "comma space" it parses the space after you save it. Then it fails to work because it thinks it is a single address. Here is what is in the logs:
Error sending email: "SMTP Error: The following recipients failed: "foo1@domain1.com,foo2@domain2.com" From: "sender@somewhere.com" To: "foo1@domain1.com,foo2@domain2.com".

scoutbaker commentedI was unable to reproduce this in a current installation of D5.6.

madhusker commentedI just upgraded to 6.4 and the bug has been resolved. Looks like from the post many months later it was fixed in a newer version even though it was unassigned.
