PHP, MYSQL upload & timeouts all checked out well with original D7 install.

Did you apply the patch in #1587458: Installation error: 'Class 'context_condition' not found...'?

Yes, it was applied. The install just stops right after the xmlsitemap_sitemap table was installed without continuing to the user/passwd/tz config screen.

Try setting your php memory limit to at least 128MB.

Download a fresh copy of beta4 and apply this patch from the Drupal root directory. This will fix the error.
