Simplify the access/deny settings for meta tags

The OG meta tags hardcode all of the "allowed" pages, which means that they have to be manually updated any time new meta tag types are added. It'd be easier if it just didn't assign any, thus giving a default of "show on all pages" and allowing only the pages that need to be overridden to be overridden.
