The module smartly links to your issue queue whence this checkbox option originated:

but I would like to see a little more elaboration on the differences to help me answer "Which is better?" What about the end use should I take into account when deciding which option to go with?

not being a programmer, I can only provide my user perspective. In my case it is not a matter of "which is better"... I must keep the box unchecked, otherwise the trails originated by taxonomy breadcrumbs (for hierarchical taxonomies) will not take advantage of Taxonomy Force All.
