What steps would be needed to allow users to just select the "Comments button" on the teaser and the comment page would load underneath the teaser, collapsible of course.

This would be benefecial to users who don't want to open up the node page, and prefer to just see teasers.

I agree. This is a great feature. In fact, I am currently working on implementing a version of this on my site from the "tracker".

Again a cool idea, but I don't think it's within the scope of the Comment Page module. Here we're dealing w/ just providing a page on a Drupal site for a particular comment, not with injecting a node's comments elsewhere on the Drupal site.
