Document procedure for use with Drush Make

Now that #1847292: Add a makefile for downloading qtip has been committed (thanks patrickd!) the docs need to be updated accordingly.

A simple patch for a simple feature =)

Committed to both branches.

Closing this in the interest of tidying up the issue queue after the release of 7.x-1.0 / 6.x-1.3.
