Cannot access modules from administrator login for contribution modules

Description

I have created sites/all/modules, permissions 644, owner same as apache2 owner. I untarred the views module and moved its folder into the modules folder. Soe the structure is now:

sites/all/modules/views/files from the tarbal

When I go into the administation pages I am unable to access anything other than the base modules. Ideas?

This was assigned to the wrong module. Hope this is correct.
@OP - can you post more details, and check that it is the correct version..

This is in the current 5.1 release... there is no maintenance marker on the tar or the changelog. It is simply 5.1. Still not seeing the contributed modules.
