The forthcoming patch will support multiple values in the CCK phone field. It uses a similar technique as the file field in the migrate module.

With Migrate 2.4's new support for subfields, the JSON hack won't be necessary, this should be much more straightforward now. I don't have anything to test this with, does it work for you?
