I use Drupal 7, and no matter how many times I click the "Set Default" button for a theme, it never changes for non-admins. How do I solve this?

Check your settings.php file.
There is a line in there that allows you to set the default theme. Make sure the line is commented out because if it's not no matter how any times you click it you won't change it.
