I ctreates news fluid panel, create row, region. Then added block. But block not added.
I saves my panel.
Tryes edit it, but "button" for adding not visible

I assume by #2 that means you figured out the fix? It's hard to tell, there's not enough detail to understand what's going on.

Yes, my problem solved (after enable module "page manager" #2)
