how do i show Top region my site

could you be more specific about the question. I mean what's about the theme that are using, and if you have put blocks on the top region.

If I have understood your problem, you must put some content in the header region of the Garland theme.

You can go in http://www.mypartnerblog.com/admin/build/block

There you can select where each block must be displayed (of course you can create your own blocks there).

i made many content but in block area it's show only header,footer,content and left and right bar you can check your self i can give you login information and password

If you are speaking about the toppest region (ie above the menu/Primary Links) of the theme you should post the block in Header.

I did this not works but i just installed nice menu now i can see many options there but i don't understand why nice menu not support primary links
