Make "Skip this step" a link rather than button?

Webchick posted a note to having "Skip this step" being a link following the Confirm/Cancel model that Durpal does in the following module http://drupal.org/node/1564954

This request is related to the Apps module so reposting it here instead.

I wasn't sure how to go about implementing the confirm_form() method when the watch on the skip step is on the form submit hook.
