Recognize libraries in the profile's directory

Problem/Motivation

Currently Apps checks in sites/all/libraries to see if a given library is already installed. However, if the library is already installed but is in the profile's directory, it won't be recognized and will be downloaded again.

Proposed resolution

Check the profile's directory as well as sites/all/libraries when determining the install state of a library.
