Its say please enter your user name and password for phpMyAdmin on local host...

I have no idea what this means,

on a SQl server, no database has been created, nothing, i just can't do anything... it asks for username and password, I don't even remember registering for something like this....

ok are you on a lampp server! The way to go is that you need to have to have admin rights to setup a SQL database. If not then your admin must create one for you and give you rights to access it. This is the info drupal needs during setup. Are you on some sort of server management system to lo into?? Is this intranet or internet??

have you set up a sql password to begin with...
