Main question: Is there a way that you know of that we can download all the pages we have on Drupal into basic HTML? We are in need of translation services and the company said that the best (and fastest) way for them to give us a quote was for us to give them the site in HTML.
Side question: Is the trouble worth it?

Apparently they want to count words. At least they know what they need for that.
Try HTTrack (http://www.httrack.com), it should be able to follow all the links. Make sure that you don't have URL aliases or autopath enabled during the site ripping, because they may double the pages (and the price).
Oh, there are also the teaser lists which you don't want translated... They must find a way not to count them. Perhaps if they all have the same path pattern, like taxonomy terms...

If you can live with computer-generated translations you could try the Google Translate module instead.

I've heard good things about HTTrack and WebHTTrack, but I use pavuk. There's a Mac OS X version called WebGrabber.
A Windows crawler I've heard good things about is WebSnake.
