In D7, the admin/modules page contains new columns for Help/Permissions/Configuration.
This way, you can use the Modules-page as a cockpit, instead of browsing through the admin section to find any new pages.

So, I would suggest adding the following line to the .info file:
configure = admin/config/regional/language/icons
