Check the settings to insure than 'node' is the 'default front page' and that 'login' in the 'blocks' settings has the string ^/index\.php
in the right-most field. 'Login' - plus anything set to 'enable' 'promote to front page' should be all that show prior to login.
Also important to set user privileges for 'anonymous' user to only allow viewing 'login' and not 'content'.
Blocks will appear on all pages, including the login/new account ones, unless you specifically turn them off using regular expressions in the block admin page.
Blocks won't be there which require permissions to view them. If you can verify that this is the case, please reopen this bug giving full and proper details.
E.g. On your.site.com/user, there exists block "top nodes" even though my anonymous users don't have "access statistics" permission set.
