Manual sorting of text formats

For now, one has to resort to a ugly hack, which is to number the input format, from the more restrictive to the least (1. no HTML, 2. some HTML, 3. full HTML). Just if you ask the question, this is different from the “Rearrange” option (which deals with filters, not with formats).

I did not find any format.module, that is why I put in the filter.module.
