New Items Do Not Appear in List But Do in Drop-Down Parent List

I have been creating a taxomonomy with no problems. I started a new section at the second level under root and none of the new items show up when I select "list". However, when I am able to continue adding items in the new category and when I do see the missing items in the parent hierarchy drop down list used to associate the added item.
