Changing title to define scope of this task. This work involves breaking up the previously-gargantuan styles.scss into constituent Sass partials.

We can handle nesting and stuff in the "Sassify" issue: #1672874: Sassify the partials!

50 partials later and I'm done! Wahoo!

To confirm my comment above, I did a 1:1 xfer of code for these partials. Nothing is any more logically grouped, but we're in a MUCH better position to do that type of organizational work now. Yay!

Wahoo! I've started to convert some of those over to my Partial structure, about 3 or 4, so now everyone can see what I'm talking about and we can all start working towards that. I may have broken some stuff, especially around the layout partial that was already there, but that'll be fixed when we move the pieces in there into their respective places in the new structure.
