We have exactly the same issues als described in ticket #1069744: IPE causes data loss when visibility rules are being used in D7. We got a big panel page with several elements with different visibility rules. Every time an administrator does edit the page, invisible elements are being removed when saving the panel page. We needed some time to figure out, that this is panes with status "hidden" on the one hand and those with visibility rules that you are affected from in this moment on the other hand.

Example case:
You can become a normal user on the system or upgrade to become a host. If u are a normal user, you'll see panes teasering "become a host" and elements like "how your page could look like". If you become host, you'll not see those panes anymore but the original ones and special offers. It is just a reaction on roles, no complex structure.

We'll need to chance this to panel variants to try to solve the problem, because the administrators are all using the inplace editor but it would be nice to close this bug because it does break everywhere. We tried mini-panel structures with changing content inside that is set on visibility rules but even this does not work.

yes, this is a serious problem, but this is still a duplicate - when i fix it for 6, it'll be forward-ported to 7, and should be kept on the same issue.
