Done in http://drupalcode.org/project/openoutreach.git/commit/c1e6bcd.

I was looking at Panopoly and noticed that the main content, help, and main menu blocks are assigned to the correct regions without the use of the block system. Nice. TODO: study their approach and maybe pull out some of the custom block enabling added in this patch.
