Go to

>> Administer -- >> Themes >> pick your theme you're using >> click on configure >> Select "User picture in comments" >> Save Configuration.

This assumes you have a photo of that person in your Drupal "files" folder to show when that person posts a comment. If you don't have a picture, no photo will show with the post. If you don't have a photo, you can download the Drupal Avatar module, and put photos in the /files/avatar_selection folder for each of your users. You do so through >>Administer>>Users>>. Click "edit" next to the user's name. You'll see a section labeled "Picture." You can either upload a picture, it, if you don't have it, or select from a photo or icon, if you already have it. When finished configuring, click on "Submit."

i was follow the way you are told but the option is already disabled it not able to enable
is there another module to enable User picture in comments option
please tell me

In your user settings admin/user/settings Do you have Picture support: enabled

This will cause the option to grayed out.
