Termination options shown to users without "administer recurly" permission

Right now if the cancelation method is "terminate (prorated)" or "terminate (full refund)", the options for choosing a refund amount are presented to end-users as well as administrators. The option should only be shown to administrators, while a more friendly hard-coded message should be shown to end-users.

This patch fixes this behavior.
