Dublin Drupaller commentedjust created a beta mail.module (enhanced). works on drupal 4.6.0. and has the added features mentioned...in particular the file attachment.
I have put it up for testing before submitting a patch for Nedjo to have a look at.

prefer if you credited the guy who put together the activemail lib rather than me...my contribution is minimal compared to what that guy has done.
