If you want to have your notifications be sent out as quickly as possible, you can run cron every minute. However, this may affect your site performance, especially page caching.

Here's a somewhat dated article that explains the caching issue.

The answer may be Elysia Cron, which is supposed to let you configure which of your modules' cron hooks should run how often. This should let you run subscriptions_cron() every minute (if that's what you want), and other cron tasks less often.
