Graphics Design artist with drupal-like knowledge needed

I'm looking for a graphics design artist to design professional templates for me. It would be an asset if the person knows common drupal elements such as the existence of primary/secondary links, left and right sidebars, footers etc. The person does not have to be a hard core drupal developer but should know what drupal can accomplish in a nutshell....at least know enough so that they can design a template that is drupal-like....for e.g. views can have a "more" link, "add comment" link at the bottom of a node...things like that.

It is desirable if the templates can be delivered in Photoshop.

It is also desirable if the html/css can also be provided. If provided, the html/css must be written according to css/xhtml standards and must be tableless in design.
