Hidden conditionals flicker (appear for maybe a second) in Internet Explorer 9 and below.

Workaround: Add style "display: none;" on all hidden conditionals.

I can't reproduce this issue. It probably depends on how much other JavaScript you have loading on the page that this situation occurs. If this problem happens on a stock install of Drupal and Webform, I'll take another look at it. As-is I think this is a site-specific issue.
