Panelizer configuration page has duplicated links below tabs.

When you go into a panelizer configuration page (like admin/structure/types/manage/page/panelizer/page_manager/node%3Apage%3Adefault/settings) or Admin > configuration > panelizer> pick something with a panel, choose 'list'
Pick a panelizer set (like Default) and choose 'settings'

Admire the Settings, contexts, layout, and content links as tabs above the title, and as subtabs below the title. See the attached file for a screenshot.

Clicking the tabs across the top takes you to the right pages, the subtabs below return an Access denied page. The links go to different places:
